Over two years have passed since the Los Angeles County Board of Supervisors certified an EIR and adopted the Baldwin Hills Community Standards District (a codification of existing regulations with the addition of new) that most residents deemed inadequate to addressing community concerns regarding the operation of the Inglewood Oil Field.

On August 4, 2009 the Board adopted Supervisor Ridley-Thomas' motion calling for a study by the Planning Director to consider strengthening amendments to the CSD. The motion called for “enhancement or modifications of the regulations for the benefit of the community related to aesthetics, the intensity of drilling at the site and health impacts”.
It laid out several areas for reforms, including the possibility of “revising the number of new wells allowed per year and over all, establishing an end date for drilling, and ensuring the adequacy of the required health studies.”

The Planning Director was instructed per the motion to convene a public hearing before the Regional Planning Commission to consider possible amendments. In turn – the commission was to make a recommendation to the Board regarding possible amendments or modifications to the CSD. This has not occurred.

We, the undersigned residents and homeowners of Los Angeles County, require a full public report within two weeks of submittal of this petition, by the Los Angeles County Director of Regional Planning on the status of the departmental review of the current Baldwin Hills Community Standards District as mandated by the unanimous approval of 2nd District, County Supervisor Mark Ridley-Thomas’ motion on August 4, 2009 to:

Direct the Acting Planning Director to initiate a study to consider amendments to the Baldwin Hills Community Standard District (CSD) ordinance which include enhancements or modifications of regulations for the benefit of the community related to aesthetics, the intensity of drilling at the site and health impacts, through measures which may include, but are not limited to the following:

a) revising the number of new wells allowed per year and overall;

b) imposing controls regarding the abandonment of wells per year and overall;

c) consider establishing an end date for drilling;

d) the possibility of undergrounding electrical service;

e) the possibility of undergrounding all piping;

f) providing for additional visual screening of drilling and pumping activities;

g) providing for immediate restoration of vegetation and topography; and

h) ensuring the adequacy of the required health studies; and Direct the Acting Planning Director, after completion of the study, to:

Provide preliminary recommendations to the Multiple-Agency Coordination Committee and the Community Advisory Panel for review and comment; and
Convene a public hearing before the Regional Planning Commission to consider possible amendments to the CSD and that the Planning Commission make a recommendation to the Board regarding possible amendments or modifications to the CSD for the Board’s consideration. (09-1794)
