In light of the parking problem on Bellhaven Court in Frederick, MD the current provisions for unassigned parking on the street are failing for various reasons below:

1. Visitors are parking in spots that should be reserved for homeowners;

2. Safety Concerns due to cars blocking vehicles may lead to violence and disruption in the neighborhood as well as small children slipping on ice in inclement weather;

3. The Rule of Common Courtesy is not adhered to as parking spots are continually taken as was the result in December 2009 holiday season;

4. A petition was started several years ago as acknowleged by Property Management People and Community Manager Richard Gemmel - evidence that this has been a serious problem for many years left unresolved.

To: All Board Members at Spring Ridge Conservancy and Community Managers at Property Management People in Frederick MD

In light of the current and previous conditions listed in the Preamble above.

We believe the Board of Spring Ridge Conservancy has failed to provide safety and adequate parking for its homeowners on Bellhaven Court.

We believe that there needs to be two assigned spots per townhouse unit on Bellhaven Court and that there are safety concerns resulting from failure of the common courtesy rule among residents with visitors taking spots that should be reserved for homeowners resulting in discrimination against homeowners and safety concerns in for residents including those with small children.

Thereto fore we ask that board members for Spring Ridge Conservancy approve the following actions:

1. Two assigned parking spots per townhouse unit on Bellhaven Court.

2. Signs warning of towing for visitors that violate assigned parking spots
