Roy Penrose is a Quadrapalegic in a Wheelchair after a devastating accident in 2011. This year a Neighbor complained about us parking the disability van in the specific area in our own front yard. City of Kelowna does not recognize Disability Parking on your own property.

We were told to file for a Variance bylaw and pay a $699.00 plus fees and then apply, which Kelowna Planning Dept and Bylaw said they would not support it anyways. As a disabled person and family with various disabilities, and on disability income this causes extra stress and financial strain.

Due to Roys Autonomic Dysreflexia which is a dangerous syndrome it is important his disability van is parked directly in front of his front door entrance as stated below.

We feel the City of Kelowna is ignorant to the concerns and needs of the People with Disabilities.

We, the undersigned are concerned citizens who urge the City of Kelowna Mayor Colin Basran and Council to ELIMINATE their Kelowna Variance Bylaw and allow the applicant his, ACCESSABLE DISABILITY PARKING SPOT for his Disability Side load Van in the Specific area on their own property for safe unobstructed access to their front door, which conforms to the Social Planning and Research Council of BC (SPARC BC) FOR ACCESSABILITY.

Please reduce the ongoing stress and emotional turmoil which this is causing Roy Penrose and family at their residence of 519 Clayton Crescent Kelowna BC.
