In September 2006, the government of Quebec took a position re. the interpretation of the «Loi sur les services de garde éducatifs à l’enfance» that to their knowledge is incorrect so as to prevent parents from making a voluntary contribution to offer enriched extra-curricular programs, services and activities to their child.
The purpose of this petition is to provide Quebec citizens with the opportunity to :
Ask the Quebec government to respect the right of daycares to offer, and parents to request/purchase, optional enriched extra-curricular programs, services and activities.
RIGHT UNDER THE « LOI SUR LES SERVICES DE GARDE ÉDUCATIFS À L’ENFANCE » (LOI) FOR CHILDCARE SERVICES TO OFFER, AND FOR PARENTS TO REQUEST/PURCHASE, OPTIONAL ENRICHED EXTRA-CURRICULAR PROGRAMS, SERVICES AND ACTIVITIES
Whereas since September 1, 2006, parents wishing to offer enriched extra-curricular programs, services and activities («activities») to their child are no longer allowed to make a voluntary contribution due to the incorrect position taken by the government re. the interpretation of the Loi ;
Whereas parents have the fundamental right under the Loi to request/purchase such «activities» for their child and are prepared to pay a supplementary contribution to the basic $7, so long as the «activities» are optional and not imposed upon them ;
Whereas the removal of these «activities» is detrimental to the children and impacts negatively on the balance between work and family life by forcing families to seek such «activities» on evenings and week-ends instead of using such time for valuable family interaction ;
Therefore the undersigned ask the National Assembly to ask the Ministre de la Famille to respect the legal right of childcare services to offer, and parents to request/purchase, optional enriched extra-curricular programs, services and activities.
