The local community makes the efforts of the local music entertainment industry difficult due to city noise ordinance limitations combined with neighborhood populations.
Police forces are sometimes called to assess these situations, sometimes issuing tickets, at sporadic times when they could very well be performing their civic duties in areas that are more worthy of their time.
The populace are also, at times, disturbed by the efforts of local musicians due to disagreements in genre/times of play/various other reasons.

This petition is a list of signatures that show community support toward the construction of a building in which musicians and collaborative bands may practice, rehearse, record, and/or play their specific instruments, with twenty-four hour access, in individual sound-proofed rooms.
This would show the people of Louisiana that we still care for our music entertainment field, having become a big part of our culture for generations, as well as limiting disruption caused by such. The building's access can be provided by a rental rate and/or paid staff to assist if need be.
