The amendment to 38 U.S.C. 1724 has been sitting with the Veterans Health Administration since early 2008 and has not advanced beyond the Department of Veterans Affairs.

We disabled veterans, many being senior in age, need this medical care that would be allowed by this amendment.

We disabled veterans are currently only covered for adjudicated service-connected disabilities by the Department of Veterans Affairs’ (VA) Foreign Medical Program (FMP), which can be used at medical facilities abroad. This program for any other injuries or illness does not cover us.

Due to our service-connected disabilities we are, due to no fault of our own, uninsurable in the private sector for medical/health insurance both local and internationally. Our spouses and dependents are covered under CHAMPVA and can use this as needed at local overseas medical facilities. We, the veterans, are not covered.

Therefore, on the part of the following American veterans and citizens and on behalf of disabled veterans traveling and residing overseas, .I, Morris Sapp Jr., a disabled American veteran, am requesting that you use your office to create a bill taking the proposed amendment to 38 U.S.C. 1724, that has been drafted to provide all-inclusive medical services to FMP veterans who have been adjudicated by the VA as 100% disabled, out of the Veterans Health Administration, Department of Veterans Affair, putting it on the legislative agenda.

Thereby, rectifying the situation we disabled veterans find ourselves in due to no fault of our own. This requires no additional benefits. We can use this apparatus (FMP) with no additional costs to our government. This will ensure that our government meets its healthcare obligations to disabled veterans who have the right to travel and reside abroad as do our other veterans and citizens.

Furthermore, we request that a resolution be prepared and presented to the President of the United States, members of the United States House of Representatives and members of the United States Senate.
