Primary prevention of drug use in Greece has been materialized mainly by the 72 Centers for the Prevention of Addictions and the Promotion of Psychosocial Health.

Prevention Centers were founded on the basis of the collaboration between Local Authorities and OKANA (Organization Against Drugs) and operate for more than 10 years, covering all 13 Administrative Regions of Greece and 49 Prefectures out of the country’s total of 51. They form a decentralized network of front-line services with the aim to provide holistic services of information, education, empowerment and support (to children and young people, parents, educators, community members and groups) and to promote the psychosocial health of local communities.

Prevention Centers are funded jointly by the Ministry of Health and the Ministry of Internal Affairs (via Local Authority resources) and they have developed strategic collaborations with the Ministry of Education and the Ministry of Defence, offering pioneer services at minimum cost. This important contribution towards drug demand reduction and community development has been acknowledged at European level and specially mentioned at the annual reports announced by EMCDDA (European Monitoring Centre for Drugs and Drug Addiction) as well as at local level by community members themselves. Prevention projects are evaluated semi-annually by OKANA and reported annually by EMCDDA and EKTEPN (National Documentation and Information Centre on Drugs, for the most recent report in English, see http://www.emcdda.europa.eu/html.cfm/index111881EN.html).

It is worth mentioning that these demanding tasks are performed in under-funding conditions (for the last 6 years Prevention Centers received less than 50% of their expected funding), and understaffing conditions (at present the total staff nation-wide numbers approximately 400 people, with their ratio to the population at 1 to 25.000.)

Yet the draft bill "Drug Code”, which was brought before public consultation by the Ministry of Justice in 09/09/2011, literally “omits” all relevant articles contained in the previous legislation which provided the framework for the administrative and scientific operation of Prevention Centers and their cooperation with state institutions. We consider that this development is highly unjustifiable and that it certainly poses imminent threat to the future of the 72 Prevention Centers.

I have been living with mental illness for over 20 years and have received little to no help to date. I have attempted suicide resulting in hospitalization, only to be sent home within days with no follow up treatment or referrals.

I am repeatedly told of the lack of funding and facilities available, so I have to just "get over it". This is NOT good enough! Something must be done NOW! How many lives have to be lost before action is taken?!

Baby Brianna Lopez was 5 months old when she died as a result of prolonged abuse and sexual assault at the hands of her father, uncle and mother. Brianna Lopez's family were sentenced to prison for their crime. No one laid claim to this baby's body after she had died so the community of Las Cruces came forward to lay claim to Brianna and honour her at her funeral whilst the Dona Ana county donated the funds for her burial site.

Brianna's remaining family held a small and quick burial in a private cemetery, excluding other family members. No headstone was placed at her grave, only a marker was placed on the site then the burial mound raked flat. People of the community came to honour this baby by laying flowers. As the family wanted her death to be quiet they ordered a metal cage be placed over the burial site to discourage people from honouring her. The cage has surrounded baby Briannas resting place for eight years. Unfortunately the family has maintained this as it is a legal right.

This petition will go towards supporting the District Attorney of Dona Ana county, Susana Martinez in achieving what baby Brianna Lopez is entitled to, the removal of the cage and a proper burial with a headstone.

This petition was inspired by the recent events of Baby P (Peter), Baby P was a 17 month old child abused by his own parents, the authorities failed to acknowledge the neglect the child had & unfortunately he died at the young age of 17th months due to severe physical injuries including; eight broken ribs, a broken back and the top missing off a finger. How the authorities were unable to notice this shocks me, something needs to be done.

However this isn't the only incident which has shocked me, Baby Nia, a 3 year old toddler in New Zealand sustained injuries over a period of time, by two men, believed to be her father and uncle, she had be placed in a clothes dryer on high heat, beaten, and dropped on her head, she was 3. The men however, unlike in the UK have been found guilty of murder.

And everyone remembers what happened to Holly Wells, Jessica Chapman, Maddie McCann & the intolerable cruelty that Beverely Allitt inflicted on children.
We live in a cruel cruel world and something has to be done to help the children of today's generation.

RSV is the most common cause of lower-respiratory-tract infection in infancy or childhood. RSV causes cold-like symptoms that can trigger chronic breathing difficulties if the lungs become involved. RSV occurs in seasonal outbreaks, usually through autumn to winter. In Australia the risk of catching an RSV infection is at its highest from May to October.

Prevalence and Risk
RSV is highly contagious. Approximately one-half of all infants are infected with the RSV during the first year of life and nearly all children have been infected at least once by the time they reach their second birthday.

Up to 90 per cent of bronchiolitis hospitalisations and up to 50 per cent of hospital admissions caused by winter pneumonia are caused by RSV.

Diseases of the respiratory system account for the highest proportion of all admissions to hospital in children aged 1-14 years, according to the latest data from the Australian Institute of Health and Welfare.

Babies born prematurely as well as those with chronic lung disease or congenital heart disease are at the highest risk of severe disease and hospitalization due to RSV. While adults and healthy children can normally cope with the mild cold-like symptoms of an infection, at risk infants are at a high risk of being admitted into hospital. In babies who are born prematurely or who have lung or heart complications, RSV may cause life-threatening conditions requiring intensive care.

Why are premmie babies most at risk for RSV infection?
Pre-term infants are at the highest risk for serious RSV infection and related hospitalisation. Premature infants have underdeveloped lungs, which can be a contributing factor to increased risk for RSV disease and cardiopulmonary complications.

Infants with a congenital heart disease (structural or functional defect in the heart that is present at birth) or a chronic lung disease are also at increased risk of developing severe RSV disease, hospitalisation and death.

Other risk factors for severe RSV disease include low birth weight (less than 2500 grams or 5.5 pounds) and a compromised immune system.

Other contributing factors are exposure to tobacco smoke, having school-age siblings, attending daycare and living in crowded conditions

Effects on Families
Parents of infants born preterm experience an enormous amount of emotional trauma, stress and grief dealing with the complications surrounding the early arrival of their child and the lengthy hospital stay that follows. The average duration of hospitalisation for these premature infants is seven weeks. In addition they have to live with ongoing health concerns and problems with their children. The readmission of the at risk infant due to RSV presents considerable further burdens, both emotionally and financially, to these families; and to the public health system. These infants are at risk of intensive care admission, long term lung damage and in rare cases death. For families in regional areas the cost of readmission is considerably higher. Thus they live in fear of their child being readmitted to hospital and isolate their child from the rest of the community to prevent this occurring. For those with other children another hospital stay will mean more disruption for the whole family with siblings often failing to understand why mum is away so much of the time.

Susan, mum to Connor born at 26 weeks and now 2 years old explains “I am at the doctors with Connor whenever he has the slightest cough to ensure that he is okay and live in constant fear of him being sick. I have become germ phobic and very aware of sick people in shopping centres etc. – I have never placed Connor in a shopping trolley and I keep antibacterial handwash in my purse at all times. I tend to keep Connor more isolated during the winter / flu season which is detrimental to him both developmentally and socially. I know the majority of people think I am overly protective but any mum in a similar position would do the same to protect their child. The greatest issue to our family has been the isolation factor and watching Connor having to miss out on many fun events and parties. This just breaks my heart .”

RSV in Australia?
There is currently no vaccination available for RSV. One medicine has been registered in Australia to prevent serious lower respiratory tract disease caused in children at high risk of severe RSV infection. This medication is called Palivizumab. However, the medication is currently not funded by the Federal Government making it very costly to the Public Health System or parents wanting their children to receive it. The costs range up to $1000 per injection (depending on the size of the baby or child) and the injections should be given over at least a 6 month period. Thus the cost per year for the first two years of a high risk child’s life are in the region of $16,000. Such a high cost makes the medication unreachable for most parents of preterm or seriously ill children with chronic lung disease or heart conditions.

In 1981, legislators in Illinois added an exception to the sentencing code for sexual assault, allowing prosecutors to offer probation in incest cases in an effort to keep troubled families together while addressing their problems.

An estimated 40 of 50 states have some type of incest loophole. With this option of probation, the offenders have been allowed to go without having to register as a sex-offender.

By increasing access to family planning services, the Prevention First Act will improve women’s health, reduce the rate of unintended pregnancy and reduce abortions. The Prevention First Act will:

 Increase Funding for the National Family Planning Program (Title X). Title X provides high-quality preventive health care to low income individuals who may otherwise lack access to health care. Every year, Title X services prevent approximately one million unintended pregnancies, nearly half of which would end in abortion.

 Expand Medicaid Family Planning Services. A low income woman is four times as likely to have an unintended pregnancy, five times as likely to have an unintended birth and more than four times as likely to have an abortion as her higher-income counterpart. This bill will strengthen Medicaid coverage of family planning services, by clarifying and ensuring that Medicaid coverage for family planning services remain accessible to low-income women. It will also amend the Medicaid statute to require states to extend coverage for family planning services and supplies to women who would be entitled to Medicaid funded prenatal, labor, delivery and postpartum care if they became pregnant.

 End Insurance Discrimination Against Women: Women of reproductive age pay 68% more in out-of-pocket costs for health care services than do men of the same age. Expenses related to reproductive health account for much of this difference. The bill requires private health plans to cover FDA-approved prescription contraceptives and related medical services to the same extent that they cover prescription drugs and other outpatient medical services.


 Improve Awareness about Emergency Contraception (EC): Greater awareness of EC could substantially reduce the staggering number of unintended pregnancies. Approved for use by the FDA, EC prevents pregnancy and cannot interrupt or disrupt an established pregnancy. A study published in the Journal of the American Medical Association confirms that easier access to EC does not increase sexual risk-taking or STDs. The bill provides funding to implement important public education initiatives about emergency contraception (EC) and its benefits and uses to both women and medical providers.

 Provide Compassionate Assistance for Rape Victims: Women who suffer sexual assault should not have to face the additional trauma of an unwanted pregnancy. Approximately 300,000 women are reported raped each year in the US and nearly 25,000 victims of rape will become pregnant as a result. The bill requires that hospitals receiving federal funds promptly provide EC upon patient request, in addition to medically, factually accurate and unbiased written and oral information about EC to women who survive sexual assault.

 Reduce Teen Pregnancy: Thirty-four percent of young women become pregnant at least once before they reach the age of 20 -- about 820,000 pregnancies a year. Eight in ten of these pregnancies are unintended. The bill would provide funding for grants to public and private entities to establish or expand teen pregnancy prevention programs and for comprehensive sexuality education.

 Ensure that Federally -Funded Programs Provide Medically Accurate Information: Despite overwhelming public support for comprehensive sex education that includes medically accurate information about contraception and STDs, government-funded abstinence-only programs are precluded from discussing contraception except to talk about failure rates. A December 2004 review of federally-funded abstinence-only programs by the Minority Staff for the House Committee on Government Reform found that many federally funded abstinence-only programs distort public health data and misrepresent the effectiveness of contraception. The bill ensures that information provided about the use of contraception as part of any federally funded sex education, family life education, abstinence education, comprehensive health education or character education is medically accurate and shall include the health benefits and failure rates of such use.

Black Canadians make up a mimimal proportion of the population but account for over 50 percent of all new cases of HIV, the virus that causes AIDS.

That infection rate is eight times the rate of whites. Among women, the numbers are even more shocking—- almost 70 percent of all newly diagnosed HIV-positive women in the Canada are black women.

Black women are 23 times more likely to be diagnosed with AIDS than white women, with heterosexual contact being the overwhelming method of infection in black America.

Please join in my efforts to warn parents of the Hot Dog Choking Danger and help prevent the death of a small child.

CHOKING is the 4th leading cause of accidental DEATH in children under the age of five. Studies indicate that HOT DOGS are the #1 food KILLER. At least one child dies from choking on food every 5 days in the USA and more than 10,000 children are taken to hospital emergency rooms each year for food-choking injuries.

A choking warning label must be placed on hot dog packages to alert parents of this danger. A small child has baby teeth and an ill-equipped esophagus which can not adequately chew and swallow this meat as normally served to them - - in a bun. Also, parents tend to slice the hot dogs in quarters which is also deadly. A hot dog when served to a young child must: have the skin removed, cut lengthwise into quarters (4 long strips) and then again cut into small pieces.

A minority of the hot dog industry has elected to voluntarily disclose this choking danger and place warning labels on their hot dog product - - Louis Rich Franks, Oscar Mayer Franks, Ballpark Singles, Lunchables All Star Hot Dogs. However, the majority has elected to remain silent - - Applegate Farms; Armour Stars, Coleman, Dietz and Watson, Esskay, Giant Brand, Gwaltney, Han's All Natural, Healthy Choice, Hebrew National, Hillshire Farm, Lightlife Smart Dogs, Nathan's, Redskins, Safeway Select, Soyboy, Yorkshire Kids and Yves Veggie Dogs.

The Bill #HR 2773 - Food Choking Prevention Act of 2003 has been introduced to Congress by House Representatives Michael Honda (D-CA) and Michael Ferguson (R-NJ). It is currently in purgatory and has been referred to a subcommittee. The chairman of that committee is Congressman Michael Bilirakis (R-FL). One of the benefits of Bill #HR 2773 will be the reflection of warning labels on statistically dangerous foods to our children such as hot dogs. Parents need to be made aware of this hot dog choking danger and the manufacturers should take the first step and place warning labels on their food. Pres. Bush's Center for Disease Control is gutting HIV-prevention and condom education in the United States.

The new CDC guildlines which willl be in effect soon, denounce condom use, calling condom education "obscene" and "ineffective" while teaching abstinence as the only way to prevent the spread of AIDS.

The fact is that condom and "safer sex" practices and education thereof save lives and help prevent AIDS, STDs, and unwanted pregnancies.

Pulished only on June 16, the deadline for public comments to try to get the new CDC censorship rules changed is August 16.

The Children's Trust Fund of Washington was established by the Legislature as a separate fund within the state treasury to receive public and private donations to support the work of programs whose mission is to prevent child abuse and neglect. These funds are administered by the Washington Council for Prevention of Child Abuse and Neglect.

This proposal asks that the Washington State Dept. of Licensing issue these special interest plates and that all net proceeds be deposited into the Children's Trust Fund. The cost of the plates will be $44.75 the first year and $30 for renewal years. The net to the Children's Trust Fund would be $28 per plate.

These dollars will then provide opportunities to fund primary prevention programs that will help Washington "Keep Kids Safe" from child abuse and neglect.

We've all seen the bettas in their little cups in Wal-Mart or pet chain stores. And we've seen the crowded tanks of goldfish. But what happens after the fish are purchased is sometimes inhumane.

Goldfish are sometimes forced to live in tiny "goldfish bowls" which are NOT suitable for goldfish at all. Goldfish grow to become SIX INCHES or more. These bowls are rarely more than five inches in length, and three inches in width. Goldfish produce more waste than many other fish, and these "goldfish bowls" quickly fill with waste. The tops of these bowls are rather small, and do not allow for a proper filter, thus carbon monoxide and ammonia will build up very quickly and eventually kill the fish.

Bettas tend to have just as worse a time as goldfish. In stores, many employees will tell the customer bettas will do fine in tiny cups their entire lives. Well, I'll tell you this. If you have a happy male betta, he will blow a bubble nest in the water, even if there is no female betta in sight. I have NEVER known a male in a cup to blow a bubble nest. Why? They are kept in very cramped conditions, rarely given water changes, and are forced to live swimming in their own waste. I realize many people keep bettas in their work office, but your office would look one heck of a lot better if you dished out the ten extra dollars and bought your betta a five or ten gallon tank for him to live in. One common myth is that males and females can live happily together. THEY CANNOT. There is the rare case where they can, but if left long together, the male usually kills the female.

There is also the occasional village idiot who comes up with "Betta Fight Rings", much like Pitbull Fight Rings, where they place two males in the same tank and bet on whose betta will win. Many of the time both bettas die, and if one lives, they are usually too tattered and die soon after. I ask you, even if they are "just fish", do they not deserve the best care possible? They are more than just decorations for your living room, or 99¢ you paid to play a game at a fair. I'm sure fish value their life more than just a couple of dollars.

I say to you, don't fish, like dogs, cats, horses, or birds, deserve rights, also? Should they be forced to live in dirty, cramped tanks in pet stores until someone comes along to purchase them. The ASPCA needs to do something about the inadequate conditions some fish are living in in pet stores. To "fish geeks" like myself, these are not just fish. They are a hobby, they have personality and spunk. Fish are like any other animal, and they deserve the same rights.
