Opposing the Victory Transformation Halfway House

Victory Transformation will operate a Halfway House located 885 County Route 29 North Oswego, New York 13126, formally known as (Candy’s Roadhouse) near Kerfien’s Fish Fry.

The Halfway House will temporarily house Homeless individuals and Convicts exiting prison, until permanently housing these individuals In the Scriba Community as well as the surrounding Communities.

The Scriba Residents Opposing the operation of the above mentioned Halfway House located at 885 County Route 29 North Oswego, New York 13126, Please attend this public hearing and voice our concerns to the Planning Board.

Studies indicate Crime will increase and Property values will decline, WE DO NOT WANT THIS.

Tell everyone attending this meeting is very important for the sake of our children and community.

The study by the Pennsylvania Corrections Department found that 67 percent of inmates sent to halfway houses were rearrested or sent back to prison within three years, compared with 60 percent of inmates who were released to the streets.

Estimates of the Impact of Crime Risk on Property Values from Megan’s Laws By Leigh Linden and Jonah E. Rockoff*

James E. Larsen, Kenneth J. Lowrey, and Joseph W. Coleman (2003) examine the cross-sectional relationship between property values and proximity to sex offenders using a single year of data from Montgomery County, Ohio.

This is a sizable loss. Single family homes within 0.1 miles of offenders’ locations sold for about $135,000 in the two years prior to the offenders’ arrivals. Thus, our estimates suggest that homeowners who live extremely close to a sex offender and sell their homes lose about $5,500 relative to the amount they would have received if the offender did not move in. If these effects are representative of the impacts of the 373 offenders known to live in private residences in Mecklenburg County, then they collectively depress property values by an estimated $60 million.
