Motor vehicles are a major source of air pollutants in metropolitan areas. Vehicle exhaust emissions include carbon monoxide and volatile organic compounds. The federal Clean Air Act spells out air quality standards that all areas of the United States must meet.
The Clean Air Act mandates the operation of state-administered vehicle emission inspection and maintenance programs in many of these areas. The Emission Check Program tests factory-installed emission control systems on motor vehicles, and identifies vehicles whose systems are not working properly.
Vehicles are tested only every two years which causes pollution to penetrate the atmosphere.
We, the undersigned, call to the United States Government to begin requiring vehicle motorists to obtain a vehicle emissions test at the time of renewal of their license plate.
By doing this, we hope to reduce the amount of pollution in the atmosphere from vehicle motorists.
