Refine the definition of a U.S. Citizen

Target: U.S. Congress
Background (Preamble):
We are asking Congress to change the federal law identifying who is considered an American citizen. That definition should include children born to American citizens even if they are foreign-born children unless the American citizen has formally denounced his or her U.S. citizenship.

The measure would streamline the issues faced by adult children of American citizens lost in the shuffle of bureaucracy and immigration lines that really have little or no mechanism for granting citizenship to children who should have been American citizens by birth.
