Tougher penalties for deadbeat Dads who have child support debts

Petition Background (Preamble):
At the moment for parents who have a child support liability to their children they can't force them to do their tax return.If the paying parent refuses to lodge a tax return because they know there is a refund due which is taken for the child support debt.
The ATO isn't doing much about it besides sending a letter to the person to lodge their tax return or they will give them a $550 late fine. The Australian tax office is doing this continuously which when they do eventually lodge their tax return the tax office takes all the late lodgement fines BEFORE the child support agency is allowed. Leaving the carer's of the children still with all the arrears of child support owing to them.
I also want a change in dead beat Dads who have a child support debt to the caring parent not be able to go on social security payments and only have to pay $1/day from their payments when they could have even $50,000 debt in child support.

We as mothers are asking the Australian government to change laws for deadbeat Dads and to stop the ATO from using the paying parents tax return to take late payment fines and taking our child support that is owed to us.
