Too many dogs in city limits

Background (Preamble):
There are three dogs and six puppies at one example residence. These dogs are left alone all day long. There is excessive barking and the smell is very bad on hot days.
Petition:
We the undersigned call on the city ordinance to help control and limit dogs per household.
