During the first week of November 1984, the then ruling party of India, Indian National Congress “also known as Congress (I)” organized and carried out attacks throughout India on Sikhs with intent to destroy the Sikh community, an identifiable religious
minority.

These attacks on Sikh lives, properties and places of worship were carried out in a meticulous and identical manner resulting in more than 30,000 (thirty thousand) Sikhs killed; Sikh women raped; Sikh Gurudwaras burnt; Sikh properties looted and more than 300,000 (three hundred thousand) Sikhs uprooted and displaced.

The gravity, scale and specially the organized nature of these attacks was concealed by the Indian governments’ portraying them as “November 1984 Anti-Sikh Riots of Delhi”. These attacks were neither “riots” nor were they confined to Delhi alone. In fact, during November 1984, Sikhs were attacked in 18 states and more than 100 cities throughout India with specific intent to destroy the Sikh community.

The intentional and deliberate nature of the attacks on Sikh lives, properties and places of worship during November 1984 makes them crime of “Genocide” as per Article 2 of the U.N. Convention on Genocide.

The startling new evidence contains mass graves, ruined villages, burnt Gurudwaras (Sikh Temples) and other traces of Sikh population annihilated during November 1984.

February 2011 discovery of Mass Grave of Sikhs killed during November 1984 in village Hondh-Chillar, State of Haryana, India is the latest evidence showing that Sikhs were subjected to intentional, deliberate and planned attacks during November 1984. After the February 15, 2011 discovery of Mass Grave of Sikhs in village Hondh-Chillar, Haryana, similar new evidence of attacks on Sikh population during November 1984 also unearthed in several others states of India including West Bengal, Uttar Pradesh and Jammu & Kashmir.

The forlorn debris and human remains at newly discovered genocidal sites throughout India along with the official records of Indian Government are the most specific, irrefutable and convincing evidence that killing of Sikhs during November 1984 was “Genocide”.

I, the undersigned call on the United Nations “1503 Committee” to:

a) INVESTIGATE the systematic, intentional and deliberate killing of Sikhs carried out throughout India during the first week of November 1984 which has been effectively covered up by the successive Indian Governments as “anti-Sikh riots” confined to Delhi alone.

b) RECOGNIZE and DECLARE the systematic, intentional and deliberate massacre of Sikhs during November 1984 as “Genocide” defined in Article 2 of the U.N. Convention on Genocide.
