Background (Preamble):
Taiwan obtained independence when Japan surrendered in the Second World War and renounced its sovereignty over the islands without specifying the grantee.
China at that time was in a turbulent situation and by international law it should be construed that the final decision should be made by the general will of local inhabitants by the universally accepted principle of self-determination.
PRC has no right to claim sovereignty over Taiwan.

Petition:
We, the undersigned, call on the UN to accept Taiwan's application for membership in the United Nations.
The past refusal on the part of the UN Secretary-General Ban Ki-moon was not justifiable on the same basis as Japan and the United States protested over the issue.
