Whittier City Council adopted an Ordinance that all businesses located in the designated Uptown Area have to pay Uptown Association assessments.

The Legislature has found and has declared that assessments that are levied should be used for the purpose of providing improvements and promoting activities which benefit individual businesses, may also benefit the property within the area directly or indirectly and that those assessments are not taxes for the general benefit of a city, but are assessments for the improvements and activities which confer special benefits upon the businesses for which the improvements and activities are provided.

The Whittier Uptown Association has not created nor maintained a safe welcoming environment, has not worked with business, property owners and tenants to enhance the Uptown district and have not promoted businesses in the Uptown district through any marketing or production of quality events. Join us in our fight to stop the assessments.

This Petition for Disestablishment is submitted to the City of Whittier, on behalf of the business owners listed below, to request that the City disestablish the Uptown Business Improvement Area of The City of Whittier ("UWBIACW"), pursuant to the Parking and Business Improvement Area Law of 1989 (California Streets and Highways Code Sections 36500, et seq.).
