Background (Preamble):
The developers and project managers of Ellenbrook and the Insurance Commission of Western Australia (ICWA) imposed a Restrictive Covenant on commercial land in Ellenbrook preventing other commercial buildings from being used for "core retail purposes".
This Restrictive Covenant was designed to protect Woolworths from retail competition in Ellenbrook and enhance the value of ICWA's shopping centre.
The Restrictive Covenant is denying the people of Ellenbrook access to goods and services and holding back the development of Ellenbrook as a regional centre.

We, the undersigned, call on the Western Australian Government, to instruct the Insurance Commission of Western Australia to remove the Restrictive Covenant limiting retail competition in Ellenbrook.
