Illiteracy is a growing problem in the state of Michigan and requires serious consideration in regards to education. Recently, Governor Deval Patrick of Massachusetts has signed H.R. 4243, the "Act Relative to Third Grade Reading Proficiency".

This act thoroughly lays out a plan to combat and prevent illiteracy throughout the state of Massachusetts. According to H.R. 4243, the act calls for the following:
1. An expert literacy panel to provide advice to the elementary, secondary, and higher departments of education on literacy development;
2. In-service programs for educators;
3. Family partnership strategies to improve the quality and frequency of home-school interactions.

Advocating a policy similar to H.R. 4243 in the state of Michigan is a necessary step in preventing illiteracy.
