Whereas, the Indochinese order established by the United States of America in the post-Vietnam War era has brought about China's use of brutal force against the right to freedom of navigation in territorial disputes in the South-East Asian Sea.

Most recently, maritime security vessels from China disabled and cut the cables of two Vietnamese exploration ships, the Binh Minh and the Viking 2. Both incidents took place in an area recognized as Vietnam's Exclusive Economic Zone. The Chinese vessels also intimidated and deterred Vietnamese fishing boats from making a decent living in their own right.

Whereas, the United States of America brought peace to Vietnam in 1975 but "that peace is a thousand years in darkness for those who were born in Vietnam and following generations." American policy makers used South Vietnam as a bargaining chip to appease the Chinese and as a surrogate to avoid a potential nuclear war threatened by the Soviet Union.

Whereas, the world has been enjoying a relative peace for more than 60 years. The United States of America has restored its unchallengeable position as the global leader. What do the majority of Vietnamese people benefit from this trading as being a scapegoat?

We, the undersigned Vietnamese Nationalists and friends, earnestly call upon the duty of the United States administration as world leader that it is time for the United States of America to act to cease all negative effects on the Vietnamese people from being a surrogate, by reversing the trend of "a thousand years in darkness" caused by Chinese expansionism:

1. The United States Administration demand that Chinese leaders immediately stop their brutal actions that are subversive of peace and order in the South-East Asian Sea Region.

2. The U.S. Congress, the U.S. Senate in particular, re-consider the enactment of the Vietnam Human Rights Act of 2007, HR 3096 EH, and put Vietnam back on the list of Countries of Particular Concerns (CPC List). The HR 3096 was approved by the U.S. House of Representatives on September 18th, 2007, but unfortunately, has stalled in the Senate.

3. The U.S. Administration exert maximum pressure on the unjust imprisonment and facilitate unconditional release of the many peaceful dissidents in Vietnam.

4. The U.S. Administration demand that Vietnamese Communist leaders immediately stop their illegal confiscation of land and property of individual citizens and those of all religious denominations.

We believe that it is the most opportune time for the United States to reaffirm its eminent role as the most powerful world leader in promoting and defending freedom, democracy, and respect for human rights throughout the world. We can not allow this travesty to continue unabated.
