Background (Preamble):
On July 1,2005 Global-Tel had taken over the billing in the institutions. The rates are higher and a pre-paid account must be set up to receive calls from the institutions.
This company has caused great inconvenience along with being very costly and average 15min call is $5.58 along with paying 10% for a Western Union or Mailing of monies and 19% if you use your charge card to send your billing and set up an account.

Petition:
We, the undersigned, petition Global tel to return billing to the receiver's own phone company. This will eliminate the high cost of a pre-paid account, additional fees for processing, the inconvenience of keeping track of how much money is on an account.
