EPL's Board of Trustee's amended long standing policy in 2011 that would allow them to send fines of $40 and over to UMS (debt collection agency) after 90 days. The original policy allowed $300 to accumulate before it went to UMS. There is also a $15 service fee slapped on to the customer if it goes to UMS.

EPL basically states that if the customer contacts them then they can forgive the fines but they can do that only so many times and it assumes that the customer is aware of said amended policy and it assumes the customer will contact them. Further to that, it assumes that the customer has a means to contact them such as a phone or Internet. The long term consequences for a marginalized person whose fines go to UMS are far greater then what should be ethical allowed for a mere fine of $40 for a PUBLIC library.

It is a policy that is designed to ensure increased revenue as part of their new business model - the cost of doing business! This kind of business is happening all over Canada with many different libraries, some who send fines when it reaches $10. Doesn't make it right!

When we asked EPL why they didn't consult with the Aboriginal Advisory Group or the general public, they stated that they have NO OBLIGATION or Duty to consult! Furthermore to the customers, are you even aware of the policy that allows EPL to send out your private information to a third party? The Advisory Group was told the policies are clearly stated on the website, again they assume people have access to the Internet and can read and understand the implications of such policies.

Not only should we search for a more humane and ethical way of dealing with fines but we should also advocate for a town hall meeting with EPL addressing these policies directly with the people!

We want Edmonton Public Library to have a Town Hall meeting to address the policies directly affecting citizens who use the library.

We want Edmonton Public Library to not send late fines of $40 to UMS (debt collection agency) after 90 days.
