The South African government wants to put up at least 5 new toll gates on the N1 and N2 by 2015:
1) On the N2 near the on- and off ramp at Spineway
2) On the N1 between Joostenbergvlakte and the off ramp to Stellenbosch
3) On the N2 at the foot of Sir Lowrys Pass near the Gordons Bay off ramp
4) At Botrivier
5) At De Doorns.

'n Toll gate is also being planned on the N2 between Kwazulu Natal and East London.

It has been indicated that cars will pay most, followed by trucks and large vehicles. Taxi's will have no charge. Exact toll rates are still a mystery. However, it has been confirmed that the project will need R75 billion over the next 4 years, which will no doubt come from the consumer's pocket. Tax payers already pay fuel tax and add to the road upkeep fund in other ways.

When toll gates were initially suggested with the construction of the Hugenote tunnel on the N1, it was agreed that a new road will be built on which a toll gate will be put. Thus, a toll gate may not be built on the existing road. There is no possible way in which this agreement can be kept with the construction of the 5 new toll gates.

We, the undersigned, intently call on the Cape Town Municipality to, under any circumstances, prevent any toll gates from being built on the N1 and the N2, as is being planned by the national government.

We ask that you take any further action needed to prevent SANRAL from building said toll gates.
