Background (Preamble):
Recently Border Contol (formerly US Seaport Commission) www.USSeaportCommission.org investigators discovered the COSCO (China Ocean Shipping Company) was dippping containers in the Long Beach Harbor at Pier J for a "training excercise" for their crane operators.

The environmental impact of this practice on the Long Beach Harbor is unknown and potentially very serious.

The containers are used to transport a wide range of products including some potentially hazardous chemicals and sometimes the forces on the container are sufficient to cause hazardous spills inside the containers.
Petition:
We, the undersigned, ask that the Port of Long Beach stop the practice of training exercises that involve the dipping of shipping containers in the Long Beach Harbor.

It is further urged that the Harbor Commission determine the environmental impact of this dipping and resolve that impact.

The waters around Pier J should be tested extensively for hazardous wastes.
