Petition Background (Preamble):
William Happ was convicted of Capital Murder in July 1989 for the kidnapping, sexual assault, burglary, and murder of Angela Crowley on May 24, 1986. Angela Crowley was strangled and her body was dumped in the Cross Florida Barge Canal. Angela Crowleys' body was discovered the following day.
Fingerprint evidence and shoe prints, placed William Happ at the scene of the crime. William Happ was given the oppurtinity to take a DNA test to prove his innocence. William Happ refused to take this test because "It wouldn't be a good idea".
William Happ has a past criminal record that includes, kidnapping, armed robbery, numerous drug arrests and was a suspect in a murder in Souther California as well as this case. William Happs appeals were exhausted on October 17, 2011 and he became eligible for a death warrant to be signed. The choosing of this warrant is discretionary on Govenor Scotts part

I am asking for everone to sign this petition as a means to inform Govenor Scott that waiting more than 8 months for his signiture on the death warrant is unacceptable.
