We are making this call for rejection because the decision-making process on the removal of the Pilcher Park Dam has been lacking in transparency and opportunity for information access by the affected communities:
• When asked by private citizens in early September of 2013, with NO information disclosed, NO discussion before the public, NO vote having been taken, the Joliet Park District Staff asserted that “The Dam is coming out!”
• In early November, IDNR received approval from The City of Joliet. The basis of that ‘approval’ was an email sent by an employee of the City of Joliet -- when in fact, NO public hearings, NO placement on the agenda, and NO vote by the Joliet City Council had been obtained, AND at least one Council member did not know about it.
• NO public input regarding removal of the Pilcher Park Dam and its’ impact on the surrounding communities can be legitimately reported, or claimed.

We, the undersigned, call on the US Corps of Engineers, to REJECT the proposed removal of the Pilcher Park Dam in Joliet.
It is contained within the Hadley/Spring Creek Flood Control Project application for 404 Permit submitted by the Illinois Department of Natural Resources (IDNR).
