The United States is incarcerating an excess amount of non-violent offenders such as non-violent drug offenders. They need help and rehabilitation, they should not be punished; in fact they have a higher rate of recidivism.
A solution would be to offer more rehabilitation centers where the addicts can be rid of their addiction instead of stopping momentarily.
Overcrowding the prison system in this nation is counter productive. Bad policies that might lead to recidivism and end up costing the states more in incarceration costs, should give way to investing in recovery rates.
We, the citizens of California, call on the law makers of this state to allocate the money that is failing in the prison system and invest that money in rehabilitation centers.
This would stop people's drug addiction completely and stop the high rates of recidivism.
