According to the 2000 census 8.3% of the U.S. population suffers from a physical disability that limits basic physical activities. This includes climbing up stairs or simply walking. In 2003 it was estimated that 8.5% of Virginia's population ages 5 and over have a disability that affects their mobility.

In 1990 the Americans with Disabilities Act was created to give everyone with disabilities equal oppurtunity. This includes access to all facilities and places of public accommodation. The American with Disabilities Act can be viewed at .

JMU is extremely inaccessible for handicapped students. This does not give college bound students with physical disabilities a fair chance to attend JMU. JMU has become even more inaccessible due to the recent removal of the handicap ramp in front of the ISAT building. A student that cannot climb stairs must now go all the way through HHS and the Chem/Phys buildings in order to get into ISAT.

The Americans with Disabilities Act states in Title III in part A of Sec. 12182 that “no individual shall be discriminated against on the basis of disability in the full and equal enjoyment of the goods, services, facilities, privileges, advantages, or accommodations of any place of public accommodation by any person who owns, leases (or leases to), or operates a place of public accommodation". This includes denial of access to facilities such as schools and colleges. The removal of the handicap ramp in front of ISAT denies anyone with a physical disability direct access into the building.

This Petition will be sent to the James Madison University General Counsel to ask that the handicap ramp be rebuilt to provide direct access into the ISAT building for the physically disabled.
