. Studies consistently show that charter schools don’t get better results than regular public schools.

· Merit pay has been tried in schools repeatedly since the 1920s and it has never worked.

· An exhaustive study of merit pay in the Nashville schools, conducted by the National Center for Performance Incentives at Vanderbilt, found that a bonus of $15,000 per teacher for higher test scores made no difference.

· Scores in Wisconsin show that low-income students in voucher schools get no better test scores than low-income students in the Milwaukee public schools.

· The highest concentrations of institutionalized fraud occur in merit pay systems.

· Family income is the single most reliable predictor of student test scores.

· No high-performing nation in the world got that way by privatizing public schools, closing those with low test scores and firing teachers. Instead students compete to be accepted into high school while others are trained in technical careers.

· Cyber charters and virtual academies make millions for their sponsors yet get terrible results for their students.

· Charters will skim off the best-performing students and weaken public schools.

· Closing schools in low-income neighborhoods will further weaken fragile communities.

· The ability for about 10% of teachers to attain a highly effective status and the threat to retirement plans agreed upon at hiring will increase teacher shortages.

. Annual firings of teachers will cause demoralization and loss of prestige for teachers.

We as concerned parents, educators, and citizens of Louisiana ask our legislators to oppose the unresearched reforms in the governor's education package. Educational reform should be based on scientific research before public funds are committed to the project.

The governor’s proposed reforms usurp power from local communities and governing bodies to hire employees and instead places the power in the hands of the state. Several facets of this plan employ methods to try to improve education which have already been disproved by research.

Further proposals concerning retirement seek to disenfranchise dedicated teachers and retirees who have given their lives educating our children. Please slow down the process, use proven methods of innovation with failing schools, and make informed decisions!

Governor Jindal will not be in office when the real costs of this social experiment become apparent and the A and B public schools throughout Louisiana have been dismantled.
