The Public Relations and Protocol department of the Kenya National Assembly was established in 2001. This was done with an aim to help improve the image of parliament.
The department started initially with two staff and has since increase to 11.
This is a petition to review of terms, structure, scheme of service and conditions of staff at the Public Relation and Protocol Department of the Kenya National Assembly.
All the staff in the department have stagnated in their respective position for between 3 and 12 years without any consideration by the management of parliament.
Reasons given by the management over the years is that promotions could not have been effected due to lack of a clear structure and a scheme of service. This position according to members within the department does not hold water as the PSC could have sorted this anomaly long ago.
After all, staff in all other departments have received their respective promotions even without structures and schemes of service.
