The Novelty Hill Road Improvement Project was initiated the week of August 4, 2008 without providing the residence at Trilogy with any verbal or written notice of the project plan or the impact to the homes bordering the newly expanded roadway. Despite our efforts, we have not been successful at obtaining any specifics to the project plan, except for the following general information:

(1) A portion of Novelty Hill Road bordering the Trilogy Community will be expanded from one lane in each direction, to two lanes in each direction (for a total of 4-lanes) in order to create a left and right turn lane onto 243rd.

(2) These lanes will be added to facilitate the flow of traffic resulting from a multi-home development on the South side of the 243rd block of Novelty Hill Road; the Developer of this project was required to expand this roadway in order to obtain permission to build this new development.

(3) In order to make way for these new lanes, a large portion of the greenbelts behind the homes on Vine Maple Way at Trilogy are being claimed (we have not been able to obtain any information about exactly how many feet they are claiming), in some cases cutting into the homeowners’ properties.

The following additional information should also be considered:

(1) The speed limit on Novelty Hill Road is 45 MPH (but we have noticed that vehicles commonly travel this roadway at faster speeds). Thus, vehicles will be traveling at fast speeds within a close proximity of residents on the South side of Vine Maple Way.

(2) Fully loaded gasoline trucks commonly use Novelty Hill Road. These trucks will now be within a dangerous distance from these homes (in some cases, within 50 feet of the homes’ narrow backyards).

(3) The greenbelts, portions of which are now being claimed to facilitate this project, have in the past protected these homes and their residents from the hazards of the heavily traveled Novelty Hill Roadway. Without these buffer zones, the homes and their residents are being put in harm’s way.

As such, we are asking that the following concerns be taken into consideration:

(1) The noise from the volume and speed of the vehicles traveling this roadway in a closer capacity to these homes will be totally unacceptable.

(2) With the additional volumes of automobiles and heavy commercial trucks using this road the pollution level will be unhealthy and now closer to the residence (all of whom are in the 55 and older population).

(3) The treat of a fire breaking out due to people carelessly discarding cigarettes or other flammable materials from their vehicles is now even greater due to close proximity of the roadway to the effected homes.

(4) The rockery, which is going to be built from the cut of the land to the roadside, will not, in all cases, protect the homeowners from automobile accidents. The first few homes at the entrance of Trilogy will have no rockery protection whatsoever, creating an ever-greater threat for the residents of those homes.

We, the undersigned, call on King County's Department of Development and Environmental Services and the Ombudsman for King County to install a noise abatement wall in order to protect EACH homes along this newly improved roadway.
