Petition Background (Preamble):
Bill H869, the municipal electric utilities choice legislation, has been re-filed in the Massachusetts legislature.
This legislation allows new municipal utilities to replace IOUs (investor owned utilities, like Unitil or NStar) thereby introducing competition.
If cities and towns have the option to form a municipal utility, IOUs will have a strong incentive to provide better quality service and less expensive rates.
