Government is efficient in acquiring and requiring resources on behalf of Kenyans but the inverse of this happens when it is to spend those resources. Kenyan tax free income is Sh 121,968 per year, equivalent to Sh 10,164 per month or Sh334 per day. Few who breach it definitely suffer progressive income tax. The majority below it are ignored. If taxes are levied where the level is breached but no help given for the many who do not reach it, that is an opportunity that cries to be addressed.

Other organizations are limited. What everyone else does should be the constant while other things variables. When taxes are to be paid, patriotism is mentioned but when same amount is required by citizens, their patriotism has little or no value, and they cannot do anything about it. To make poverty in Kenya history, this is my proposal. Give every Kenyan an equal footing on resource allocation, whether they are rich enough to afford much, or whether they are poor enough not to afford anything. Creation of a common starting line is what is proposed, where all people earn an equal amount each and every one without exception.

To do this leveling of the starting line for all, we create system where amounts we all agree are transmitted electronically/digitally .The maximum is Sh 334 per day. (The government spends on behalf of each Sh116 per day!)Whatever amount we decide will have been initially agreed and leveraged from a portion of the Dow Jones companies agreed with everyone. On 27thMay 2014,the minimum lot of one share each from basket of the Dow Jones Industrial Average cost $2,593.37. Everything else becomes the variables. It is a system where we synchronize all our activities to benefit the Kenyan citizen which includes the poor. This combines democratic elections with consumer selection perpetually for all.

We secure investments for our purpose, for our team .ve definitely paid some taxes Individuals who earn over $100,000 each per year pay 30% tax.If they are deprived $30,000 per year an equivalent amount should have been allocated to spend on the poorest. There is different efficiency of acquiring/requiring resources.

We ensure that from the poorest Kenyan ,proportionate amount is availed towards the Sh 334 per day. One taxpayer of $30,000 per year can have amount to allocate on 7,500 Kenyans $4 each.(US$1=KSh87).We would need 5,600 such taxpayers in a year for $168 mn, daily maximum. How many taxpayers are taxed this $30,000 per year could be over 300 mn in the world. Tax evasion through tax havens is said to b over $32 trn. The world’s 13.7 million millionaires hold combined assets of $52.67 trn.

We are like traffic police who regulate traffic: where it is slow, we enable it to move faster, while where fast, we make it slow. My websites: www.mugwe.weebly.com/
