Background (Preamble):
We, the citizens, demand that the City of Lepanto Arkansas fully fund the hire of a animal control officer, a.k.a. dog catcher to enforce a leash law and insure the safty and well being of our town.
The stay dogs in this town are uncontrollable and are causing neighborhood problem such as; growling at citizens in their own yards, rummaging through and scattering trash, attacking personal pets, and blocking traffic.

Petition:
We, the citizens of the Lepanto Arkansas, petition the town Mayor and or City Council Members to enforce a leash law and put an end to all the stray dogs.
