Wang Yue, nicknamed Yue Yue, a 2 year old toddler from Foshan City, in China, wandered away from her mother when she was run over 3 times, twice by the same van which had hit her originally.
During this incident, happened at 13 October 2011, another 18 people walked, drove or cycled around Yue Yue's body on the street.
Finally, a woman called Chen Xianemi moved Yue Yue's body out of the road, before Yue Yue's mother took her to hospital. At hospital, Yue Yue spent 7 days in intensive care where she was pronunced brain dead. She passed away at 21 October 2011.
Yue Yue was a victim, but can also be a lesson and an encouragement for change. Change in the way people live their lives and change in the laws that rule societies.
This is a petition addressed to the Chinese Ambassador in Portugal – similar petitions have been made in Uk and Canada.
I encourage Portuguese people everywhere to sign it and to share it with friends.
I also encourage people all around to make a similar petition and forward it to their respective country Ambassadors.

Zhang Beisan, Chinese Ambassador in Portugal
We, the Portuguese community, call for the Portuguese and Chinese governments support to the persuit of new laws regarding Wang Yue’ Death and similar cases that may happen in the future.
Chinese lawyers are working on pushing for a law that would offer legal protection to bystanders who offer to help strangers who are injured or ill. Moreover, it has been proposed that such a law be paired with another that would punish those who see someone in need and refuse to help.
These laws are needed to completely erase the impression the Chinese community has, that assisting people who are in need of help will jeopardize their financial stability and criminal record. This is traceable to the Peng Yu case(2007, Nanjing) who helped an elderly woman and was sentenced to pay 40% of her medical bills.
The people in charge should take a stand and we believe you should represent the Portuguese voice regarding this matter.
