Background (Preamble):
Skylar Kauffman was killed and her body was later found in a dumpster.
A 24-year-old neighbor, James Lee Troutman, was charged with murder, kidnapping, and rape. Troutman later admitted to authorities that he strangled the girl with his hands, according to the criminal complaint. Investigators said Troutman told them, "it was like whiteout" and that he "snapped."
There was an incident 3 weeks before where the same man locked girls in the bathroom, but they escaped. Skylar's mom called police, they showed up and said that the girls twisted their story. The did nothing.
This petition is to pass a bill for police to have to act faster in situations involving children.
