Homebuilding Mandatory Soil Investigation and Foundation Engineering

Background (Preamble):
Thousands of residential foundations fail each year due to the lack of enforcement for mandatory soil investigation and proper engineering of foundations.
Per International Building Code and International Residential Code, the building official must determine areas of expansive, compressible, shifting or unknown characteristics and if the soil does not meet minimum criteria, then the foundation must be properly engineered to WRI / CRSI or PTI guidelines.
Problem is that no one is determining via actual soil investigations nor properly engineering the foundations for specific soil conditions at a site.

Petition:
We, the undersigned, call upon all the Building Officials and Public Governing bodies to properly enforce the IBC and IRC codes for mandatory soil investigations and proper engineering of foundations so that the public is protected from costly and needless foundation repairs.
