Fiji, Samoa and Tonga do not get direct representation at the IRB Executive council. We believe that this is unfair and is detrimental to rugby in these three nations.

The IRB Executive Council consists of eight Unions with two seats each: Scotland, Ireland, Wales, England, Australia, New Zealand, South Africa and France. Four unions have one seat each: Argentina, Canada, Italy and Japan.

We believe that Samoa, Tonga and Fiji deserve to have a seat each in the Executive Council. At the moment the only representation that the three nations get at IRB is through one seat for the Forum for Oceania Rugby Unions (FORU) which again includes Australia and New Zealand.

We, the undersigned, call on the International Rugby Board to include a seat each for Tonga, Samoa and Fiji in the Executive Council.
