Odisha state is witnessing a rapid growth on industrial and mining sector with large plants in steel, aluminum, and Power generations mostly using coal as the source of energy. The climate change in the state has already taken its toll.

Temperature is hovering around 46-48 degree in peak summer, water shortages, excessive rains resulting in floods in some parts while at the same time other areas of the state are suffering drought like conditions. With many more industries in the pipeline to come, the climatic situation at the state looks grim in the days to come.

In order to prevent the situation going out of hand, Government of Odisha has hurriedly prepared a draft climate change action plan 2010-2015.

Recently, at a program that was organized by the Times of India on the occasion of World Environment Day, i.e. 5th of June, 2010, titled as Grow Green, at Bhubaneshwar, Hon’ble Chief Minister of Odisha Shri Navin Pattanaik stated in his valedictory address that “I have put the draft Orissa Climate Change Action Plan on the government website inviting comments and suggestions from the public at large” This is at URL: http://orissa.gov.in/portal/occap.pdf. However it is shocking to know that the last date for submitting comments, suggestions or opinions etc is fixed for 25th of June, 2010.

During the discussions in almost all the E-groups of Odisha, there is an opinion that the time limit fixed for 25th June, 2010 is too short looking in to the technicalities and voluminous draft report that runs in 153 pages. Civil Society Organizations, Social activists, environmentalists and intellectuals who love and care for the Odisha have already reacted that the time limit of just 20 (Twenty) days is not enough for the public at large to comment or make valuable suggestions. Concern is also shown the way in which the draft has been hurriedly prepared and efforts are on to push it forward to give it a final stamp as quickly as possible. Hence the petition with a request to extend the time limit up to at least 15of August, 2010 instead of 25th of June, 2010 as is fixed at present.

We, the undersigned, call on the Hon’ble Chief Minister of Odisha to please extend the time limit to submit our comments, opinions and suggestions to the DRAFT ORISSA CLIMATE CHANGE ACTION PLAN from 25th June, 2010 to at least up to 15th August, 2010.

You already know that Climate Change is a complex issue, as such to address the same, the draft action plan has been prepared which has many technical aspects to study for which twenty days time is not enough. More over, civil society organizations are also organizing consultations amongst the villagers and victims who are suffering from the worst pollution in the mining and industrial areas spread over the state.

You have also stated “We are committed to protecting our environment while addressing the developmental needs and creating livelihood opportunities and employment of our people”

Suggestions from people at large are of great importance to what you have committed, for which it is necessary to give them the required time to study and come back with suggestions more particularly from the Civil societies, NGOs, Social Activists, Environmentalists and also from members of various e-groups of Odisha, we the signatories to this e-petition humbly request you to please be kind enough to consider our request to extend the dead line to 15th of August, 2010 for which action of yours, we shall be highly obliged by you.
