Bob Dylan was born in New York, New York.

The 50th anniversary of this transformation is not but a few months after Phase 2 of the renovation of Washington Square Park, which is scheduled to be completed in late Autumn of 2010. We call on the New York City Department of Parks & Recreation to name the new band shell currently being constructed and the surrounding park area after a song written by Dylan, "Eternal Circle". We also propose a concert event in the park to celebrate the 50th Anniversary of Dylan's arrival to New York City and the unveiling of this newly renovated section of the park containing the band shell.

Our primary objective is for Eternal Circle to become a meeting ground for musicians and artists to come together and be free with themselves and their art in the spirit and tradition as they once were, and to recapture the historical essence and significance of the park which have unfortunately been lost over time.

Throughout the city's history, New York has served as a hub for people in search of their own destiny. Furthermore, New York is a unique speck on our planet which has played an epic role in bringing together virtually every ethnic background, every tradition, and a broad plethora of ideas from around the world to a single place. This often is not without controversy, yet with time and patience, the democratic process, and most importantly through art, we have been able to overcome many trials and tribulations which have inevitably arisen, and it is fair to say the New York experiment has so far been a continuing success. However, success does not come easily, so we need to continually be reminded by individuals among us of the necessity in reaching higher and better ground. Now what other New York City-rooted artist has been able to raise the collective consciousness of the world population to such a high degree as Bob Dylan? Who else is there better to remind everyone on the planet that the times are, perpetually as it seems, a-changin'?

Eternal Circle goes beyond recognizing Bob Dylan and his specific achievements. It serves to remind everyone we all have the ability to realize our own dreams and potential. We also have the ability to reinvent ourselves, as Dylan has done time and time again, and in so doing, reinvent the world around us. This is our celebration. It is infinite. We are all a part of it and it is a part of us all – Eternal Circle.

• to name the new band shell and surrounding area in Washington Square Park after a song written by Bob Dylan, Eternal Circle.

• to hold a celebratory concert event in Washington Square Park, coinciding with the unveiling of Eternal Circle, for the 50th Anniversary of Bob Dylan's arrival to New York City in early 2011.
