Declaration of No Confidence in General President James P. Hoffa and General Executive Board of IBT

(A) WHEREAS, there is growing widespread dissatisfaction with Mr. Hoffa's leadership. Mr. Hoffa's tenure has been marked by turmoil and confusion in the Union not seen in decades. Mr. Hoffa is directly responsible for the diminished quality of representation in the Teamsters. Moreover, Mr. Hoffa has not performed adequately in any facet of his job by any reasonable measure. The standards of Mr. Hoffa's employment in the Union have been characterized by irresponsible fiscal management, questionable business practices, extremely unproductive labor management, failed policy compliance, and ineffective public relations; AND,

(B) WHEREAS, this General President has chosen not to debate his opponents for office in a public forum at any time during the past 15 years; AND,

(C) WHEREAS, this administration has obstructed its own organizing department employees from exercising their rights under Section 7 of the National Labor Relations Act; AND,

(D) WHEREAS, this administration has proven itself entirely too prepared to negotiate contracts concessionary in the areas of wages, conditions, healthcare, and retirement with regard to industries such as Freight, UPS, Dairy, casinos, public works, Trade Show, warehousing, Beverage and others, and has put pressure upon members and locals to endorse and ratify said concessionary agreements; AND,

(E) WHEREAS, this administration has removed or threatened to remove leaders for political reasons and retribution, and replaced them with their own hand-picked favorites who will not dare to question the top-down mentality of the administration; AND,

(F) WHEREAS, this General President has allowed a pervasive environment of intimidation, cronyism and favoritism to exist within the Union; AND,

(G) WHEREAS, this administration has from time to time employed less-than ethical practices to ensure its own continuance; AND,

(H) WHEREAS, this General President is not in touch with the rank and file membership of this Union and has complete disregard of their legitimate concerns about numerous issues within the Union, within the workplace, and as pertain to various collective bargaining agreements; AND,

(I) WHEREAS, Mr. Hoffa has achieved little or no improvement in any of the objectives he himself identified both as a candidate and as the elected General President; AND

THAT, among these are:

(1) growing the membership,

(2) removing government oversight of the Union,

(3) addressing Employer practices of Part-timing, subcontracting, double-breasting, two-tier pay, etc.

(4) unifying the deeply-divided Union,

(5) Organizing for POWER,

(6) changing to WIN;

THEREFORE, BE IT FURTHER RESOLVED, that this body of the membership signed hereon, believes that it is not in the best interests of the members of the INTERNATIONAL BROTHERHOOD OF TEAMSTERS to allow James P. Hoffa and his administration to continue to serve in their elected and appointed capacities and to further that end, it is our desire to see that Mr. Hoffa and the General Executive Board of the IBT are relieved of their duties at the IBT at the earliest possible time.

We the members, by doing so, do hereby decree the following: We rank and file, hard working, dues paying Teamsters will have our day and we will have our say. "One and One and One is three."
