Do you know how your Council Tax is assessed?

UK citizens pay for local council services under a system known as "rates", based upon the value of their property.
 
When a property is valued, an inspection should be a normal and necessary part of the process not just banding a property purely by a visual survey or comparing with similar properties. But more importantly, the income of the taxpayer should be taken into account.
 
Example 1 Property purchased 25 years ago, Dweller still remains in Dwelling, family have left home, Dweller and Wife/Spouse/Partner no longer in employment, owing to retirement. As we all know in retirement there is a dramatic reduction in income, so therefore would it not be more adept to assess Council Tax Banding based on the income received by the Dwellers, and not from purely a visual assessment? As it's the Dwellers who pay the Council Tax, not the Dwelling, causing many elderly Dwellers to leave their Dwelling owing to this heavy financial burden, had it not been for the Greedy Bankers, Annuities would have remained stable, and Savings would not have evaporated, causing many Pensioners great anxiety.
 
Example 2 Dwellers in employment most probably received an average income of £30,000 a year. However now in retirement and let's assume they both worked all their life, and paid full NI contributions, would in retirement jointly qualify receive weekly £169. Basic State Pension.
 
Example 3 Events such as pregnancies, divorce, unemployment can reduce average earnings resulting in Weekly Basic State Pension received £150 per week.
 
Example 4 Dwellers receiving their joint weekly Basic State Pension of £150 per week, plus net Annual Private Pension Net £6000 = £115 per week. Totalling £265 per week. Assuming Band F amounts to £128 per calendar month, virtually eliminating 1 weeks Basic State Pension.

The government should review the way the current system works on valuation of the properties, which is totally inadequate and unfair, and does not incorporate the revenue coming into the property, which is vital, and the banding should be adjusted to the Dweller's income, as if one is on Income Support Housing Benefit is Paid Automatically.

Council tax should take into account the income earned by the taxpayer.
