Petition Background (Preamble):
In the 2006 Morgan Quitno survey, Newark was ranked as the 22nd most dangerous city in the United States out of 371 municipalities. In the 2007 rankings, now performed by CQ Press, Newark was the 20th most dangerous city in America of 378 cities surveyed.
In 2005, Newark was ranked as the 24th most dangerous city, and as of 2010, stands at 23rd. In March 2010, Newark had its first calendar month without a homicide since 1966.
In the downtown sections of Newark the city has project red light to generate income for the city- http://www.ci.newark.nj.us/government/city_departments/engineering/red_light_cameras.php.
However, in urban residential areas children are already walking to school, and the needs of the community are very different (Not a big money maker). In Newark, a recent spate of gun violence, ever-present reckless drivers, and generally unsafe streets have sparked a city-wide movement to protect children along their daily commute to school.
Newark received its first-ever Safe Routes to School grant in the spring 2009, with the city getting money for infrastructure improvements and local education, transportation and civic organizations getting funds for program activities.

Petition:
We urge the Newark NJ Mayor and City Council to install traffic calming devices- speed bumps and rumble strips to the 600 block of North Fourth Street in the North Ward from Bloomfield Avenue to the Abington Avenue intersection and one block beyond.
The North Fourth street area is plagued with speeders racing off Bloomfield Avenue seeking a short cut, huge trucks racing to the industrial part of the neighborhood while pets, children and the elderly attempt to cross the streets. On days when church is held it is a dangerous proposition for church members to open their car doors, or attempt to walk across N.4th Street as drivers do not stop, and appear to speed upon those pedestrians walking across the street.
There had been a number of accidents involving pedestrians, school children, pets and other vehicles in the neighborhood and the situation is even worse in 2011. With three elementary schools all with in 1500 feet of the block, three churches, and new N. 4th Street residential developments it is mandatory to have speed control devices installed directly on the 600 block of N. 4th Street Newark NJ 07107.
