In 2011, the City of Diamond Bar City Council adopted its 2008-2014 Housing Element Update, which was subsequently certified by the California Department of Housing and Community Development (HCD) as meeting all requirements of state laws.
Implementation of the Housing Element requires that the City process amendments to its General Plan and Development Code in compliance with state laws addressing affordable housing. The project would involve amending the City's General Plan and Development Code to establish a new multiple-family zone district and designate adequate sites that could accommodate new multi-family affordable housing.
The new multi-family residential land use district would be limited to a single area within the City fo Diamond Bar referred to RH-30 Zone. The zone boundary is approximately 35 gross acres of undeveloped land located along the west side of Chino Hills Parkway/Phillips Ranch Road, just south of Diamond Ranch Road (Diamond Ranch High School).
The development would accommodate 490 lower-income housing units.

Petition:
We, the residents of Hidden Valley Townhomes, hereby known as Hidden Valley Homewoners Association call on the City of Diamond Bar, Community development Department/Planning Division to remove the proposed RH-30 Zone Boundary from consideration for compliance with the California Department of Housing and Community Development Act.
Concerns are:
1. Increased vehicle traffic and accident hazards.
2. Unstable soil conditions not suitable for high density housing.
3. Increased noise and vehicle pollution.
4. Significant impact on emergency and police services on the cities of Pomona and Chino Hills.
