During strikes or lockouts, employers in the USA have the luxury to hire replacement workers (scabs) under the NLRB and break the strike and contract.
Under their labor laws, no other industrialized country in the world allows this widely used employer practice which viciously pits one worker against another.
Recently scabs were used during the Verizon strike and are currently being used in the lockout by Honeywell.
