In Andaman and Nicobar Islands - It is illegal to sell or supply any liquor to Andamanese, Nicobarese or any other Scheduled Tribes.

Gujarat - Illegal Non-Residents of Gujarat can apply for limited Liquor Permits.

Lakshadweep - Illegal Consumption is legal only on the island of Bangaram.

Mizoram - Illegal Manufacture, sale and consumption of wine from guavas and grapes permitted. Manufactured wine cannot be transported out of Mizoram.

Nagaland - Illegal Sale and consumption illegal since 1989.

As per the World Health Organization, harmful use of alcohol results in approximately 2.5 million deaths per year, and 4% of all deaths worldwide as attributable to alcohol.

The alcohol related harm is not limited to heavy drinkers or those suffering from alcohol use disorders but also extends to persons who drink moderately or occasionally as well as to persons who do not drink but become victims of alcohol related accidents or aggression.

At present, India does not have a national alcohol policy. However, the Ministry of Social Justice and Empowerment has Alcohol and Drug Demand Reduction and Prevention Policies.

Article 47 of the Constitution of India:
- “The State shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties and, in particular, the State shall endeavor to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health”
