In October 2002, President General Musharaf issued an ordinance LXXXV of 2002, section 489- F PPC which targeted the crime of presenting bogus cheques and converted this civil offence to a criminal offence. However, the section lost its legal authority and validity due to lack of ratification from the national assembly.
Despite the clear guideline from the Supreme Court in its dealing with the National Reconciliation Ordinance, the above-mentioned clause is still being used by the police, solicitors and judiciary.
The point of this petition is to bring your attention to this matter and relieve thousands of Pakistanis rotting in the prisons. Most of these poor fellows have been framed by family feuds, blackmailers and wicked business partners and have been denied bail citing the LXXXV of 2002 section 489- F PPC.
We, the undersigned, call on your good offices to take an urgent notice of this illegal practice and order the release of these Pakistanis being detained contrary to their very basic human rights.
