Montenegro has been ruled by the same political party, the Democratic Party of Socialists (DPS), for the past 22 years. Over this period tight links have developed between the political elite and mafia organizations involved in cigarette smuggling, people trafficking, narcotics, stolen cars, etc.

The government is progressing towards EU membership and has been critiqued for endemic corruption by Brussels. Citizens are now mobilizing for a rally on March 21st to demand that the mafia structures operating in the country be dismantled and that people's socio-economic situation be improved.

We, the undersigned, call on Montenegro's Police Directorate to issue a permit allowing the NGO Libertas to organize a protest rally on March 21st in front of the Parliament of Montenegro in Podgorica.

As you are well aware Articles 46-53 of Montenegro's Constitution define the civil and political rights of Montenegrin citizens. Article 52 defines the 'Right to Assembly' of all of Montenegro's citizens. According to the Constitution this right can only be curtailed in order to: "prevent disorder or the commission of criminal acts, prevent damage to health, morals or for the security of persons and property."

Given that the rally is being organized as a peaceful rally in opposition to the influence of organized crime in public life, there is no legally grounded basis for barring the protest from taking place.

We therefore repeat our request that you approve the request filed by the NGO Libertas to hold a rally in front of the Parliament as originally requested .
