To His Excellency, The Supreme Leader of the Islamic Republic of Iran, Ayatollah Seyyed Ali Khamenei,

Your Excellency:

We are students around the world, writing to express our deep concern about the fate of a large number of our fellow university students in Iran. During the past few years, according to various and reliable published reports, these students have been arrested, detained indefinitely, or otherwise deprived of the right to continue their studies. Many among them have been tried and sentenced to various prison terms by the Islamic Republic’s Revolutionary Courts. In the past year alone, nearly three hundred students have been sentenced to prison terms ranging from one to fourteen years. The names of some of these students are hereby attached for Your Excellency’s information.

Your Excellency:

The charges leveled against the detained and/or condemned students are not clearly specified in the Penal Code of the Islamic Republic of Iran. Furthermore, the activities for which the students have been detained and condemned are all included in the rights and freedoms of Iranian citizens as specified in your country’s Constitution. We would like to draw Your Excellency’s attention to some of these charges: “acting against national security by participating in a demonstration,” “gathering in Tehran University to protest the execution of political prisoners,” “speaking publicly in the student day commemoration,” “commemorating the death of a student who was killed in the 2009 protests,” and “publishing articles and granting interviews to foreign media.”

We also would like to bring to Your Excellency’s attention the serious breaches of due process of law committed by law enforcement agencies throughout the investigative as well as trial proceedings. These breaches have included but are not limited to: interrogation and trial of the accused without the presence of an attorney; application of mental and physical pressures on the accused, in order to extract involuntary confessions; and holding secret, closed, and summary trials.

Your Excellency:

Iranian students, we fear, are being systematically punished for their peaceful civil, political, and human rights-related activities, in violation of their rights to freedom of expression, association, and assembly. These are the most vital of the rights of individuals that are universally recognized and sanctioned by the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights to which Iran has long been a party.

In this regard, we would like to remind Your Excellency of the historic words of the Founder of the Islamic Republic of Iran, the late Imam Khomeini, who, on 11 October 1978, strongly condemned what he saw as the violations of students’ rights in Iranian universities before the revolution:

“If our universities were what they should be, they would not use the police to silence our young students who wish to speak of justice. . . . They beat up girls. They beat up boys. They beat up the youth. They imprison and mistreat them and violate their rights.
. . . A university governed by one person is no university. The academic environment must be a free environment.”

Your Excellency:

You are today the highest political and religious authority in Iran. You are, by the Constitution of the Islamic Republic, mandated to protect the rights and freedoms of every Iranian citizen.

We earnestly urge you to ensure that Iranian university students can fully enjoy these rights and freedoms by seeing to it that the politically motivated charges against them are dismissed and that those who are serving prison terms are immediately and unconditionally released, so that they can return to their universities and resume their studies.

Respectfully yours,
