Background (Preamble):
Since 2005, Appalachian Power has requested 13 rate increases in Virginia. Residential and commercial power bills have increased by over 80%. Skyrocketing electric rates are crippling southwest and southside Virginia. Families are choosing between food, medicine and the electric bill. Companies are laying off workers and considering moving jobs out of state.
