Background (Preamble):
Havering Council are proposing a new Parking Management Strategy which will mean -
* Parking charges in ALL council car parks 7 days a week.
* Charging disabled drivers for parking.
* Additional waiting restrictions in residential areas.
* Disc Parking to be replaced by 'Pay & Display'.
* Residents' permits increased by 50%.

Petition:
We, the undersigned, wholly oppose the new Parking Management Strategy proposed by Havering Council and call upon the Administration to maintain free car parking facilities for our out of town shopping areas and to withdraw proposals to charge for disabled parking.
