This has been going on since at least the 1940s with Roosevelts sanctions of Japan which cause them to retaliate at Pearl Harbor. Though some might say it goes back to the Wilson administration, with him dargging the USA into World War I. Certainly him allowing the federal reserve to be started is also relevant.
